HighFivez.com seems like a pretty neat and active up and coming blog community.

Registration to the site is quick and free, and provides many benefits, including the ability to comment on already submitted posts vote for (highfive) or against (pound) submitted posts, as well as submit your own for others to view and rate. Not only do you get more traffic to your site, but you have the opportunity to get to know others and find new blogs to add to your “good reads” list.
The site is very easy to navigate, featuring the ability to store blogs in a central location and viewable content based on category, tag and language preferences.
